{"id":6681,"date":"2022-03-04T13:43:37","date_gmt":"2022-03-04T18:43:37","guid":{"rendered":"https:\/\/all4schools.org\/?p=6681"},"modified":"2022-07-12T15:26:32","modified_gmt":"2022-07-12T19:26:32","slug":"new-report-gives-florida-education-funding-a-failing-grade","status":"publish","type":"post","link":"https:\/\/all4schools.org\/2022\/03\/04\/new-report-gives-florida-education-funding-a-failing-grade\/","title":{"rendered":"New report gives Florida education funding a failing grade"},"content":{"rendered":"<p>The Florida Policy Institute recently published the first installment of their &#8220;Pursue Equity&#8221; series, a part of their &#8220;multi-year research initiative on Florida&#8217;s historically discriminatory policies, their evolution and their impact on all Florida communities today&#8221;. <em>Funding Florida&#8217;s K-12 Public Schools: Inadequacy Breeds Inequity <\/em>traces the history of education funding in Florida including the establishment of the current funding formula (FEFP) in 1973.<\/p>\n<h3><em><strong>Florida\u2019s Education Funding Fails Across the Board<\/strong><\/em><\/h3>\n<p><em>Providing a quality education to all of Florida\u2019s students is a<a href=\"http:\/\/www.leg.state.fl.us\/statutes\/index.cfm?submenu=3#A9\">\u00a0core constitutional responsibility<\/a>\u00a0of state government and critical to economic growth. Yet, school districts in Florida are dealing with a<a href=\"https:\/\/wusfnews.wusf.usf.edu\/education\/2022-02-09\/a-report-paints-a-grim-picture-about-floridas-critical-teacher-shortage?fbclid=IwAR0aOKLkZ-ZWC2viF_cFesfZCwbRCrKl7huiyuSSkvsjEq-3MYzzbfgAoz0_aem_ATsLB9J4BOw4zQ-oRJEB61mS_yS08vNzG2IDcFt2Y0kC6SYY3IKc76TohAhGrHtRRSkzIpRrOeWiTVOc-y1Ut97gO5mwu1k3C9wNtWgvKjcAmhuZ_uCdmb7a5VdRD3BbXxc\">\u00a0crushing teacher shortage<\/a>,<a href=\"https:\/\/www.wftv.com\/news\/local\/amid-school-bus-driver-shortage-state-lawmakers-pitch-idea-that-could-make-it-worse\/CNI54LX5EBHZHC2VETY25XP2GM\/\">\u00a0bus driver shortage<\/a>, and overall operating cost growth that has outpaced revenue. Florida\u2019s average teacher pay<a href=\"https:\/\/www.floridapolicy.org\/posts\/florida-urgently-needs-bolder-investments-in-average-teacher-pay\">\u00a0ranked 49th<\/a>\u00a0in the nation in 2020. All these issues are directly tied to Florida\u2019s ongoing underinvestment in K-12 public schools.<\/em><\/p>\n<p><em>Education Law Center\u2019s<a href=\"https:\/\/edlawcenter.org\/research\/making-the-grade-2021.html\">\u00a0report<\/a> on state school funding, \u201cMaking the Grade,\u201d paints a woeful picture for Florida. It grades each state and D.C. on three metrics: funding level (cost-adjusted, per-pupil revenue from state and local sources), funding distribution (the extent to which additional funds are distributed to districts with high student poverty levels), and funding effort (funding allocated to PreK-12 public education as a percentage of the state\u2019s economic activity). Florida was one of only two states to receive an \u2018F\u2019 in all three categories. The Sunshine State ranked 45th for funding level, at $4,484 below the national per-pupil average of $15,487 for school year 2018-19 (the most recent Census data available). <\/em><\/p>\n<p><em>The state not only ranked dismally for adequacy of funding level, but perhaps more surprisingly, the report found the state\u2019s distribution of funds relative to district poverty level was highly unequal and regressive. On average, high poverty districts received 12 percent or $1,492 less per pupil than low poverty districts, after adjusting for local wage factors. But how could this be? Florida\u2019s formula for school funding is<a href=\"https:\/\/www.jstor.org\/stable\/23255492\">\u00a0touted<\/a>\u00a0as one of the most equitable in the nation. The explanation lies in the large disparities in counties\u2019 tax bases, a local funding \u201cloophole,\u201d and a long history of state underinvestment in Florida\u2019s public
