Teacher salaries have been in the spotlight after years of chronic under funding of public schools. Many Florida school districts have struggled to negotiate contracts with their teachers. Districts across the state face serious teacher shortages and universities report lower enrollment numbers in their colleges of education. Statewide strikes in unlikely places like Oklahoma and West Virginia elevated the issue making it part of the national conversation and forcing political leaders to acknowledge the need for change.<\/p>\n

Bills have already been filed in Tallahassee in advance of the 2020 legislative session to address classroom spending and Friday, leaders from the Florida Department of Education and superintendents from across the state sat down to discuss the subject of teacher pay following the Board of Education meeting.<\/p>\n

Today, Governor DeSantis signaled that he has an appetite for change. From the Tampa Bay Times:<\/a><\/p>\n

Gov. Ron DeSantis on Tuesday said he would like to do away with Florida\u2019s \u201cBest and Brightest\u201d teacher bonus program and instead replace it with his own plan to raise teacher pay and increase retention<\/strong>, which he has yet to announce.<\/em><\/p>\n

DeSantis declared the new framework is \u201cvery complicated.\u201d<\/em><\/p>\n

\u201cHow the Legislature did it last time, I still don\u2019t understand how that\u2019s going to work,\u201d he said, speaking with reporters after a Cabinet meeting. \u201cI don\u2019t want it to be that complicated.\u201d<\/em><\/p>\n

DeSantis said his plan should be formally announced within the next month and promised it will \u201cmore than just a little token\u201d for teachers because he wants to make teaching a more attractive profession for young people coming out of college.<\/em><\/p>\n

The governor\u2019s comments came just days before the Department of Education is scheduled to distribute the $285 million in Best and Brightest funds that lawmakers set aside for the program in the spring.<\/em><\/p>\n

The Best and Brightest program received much criticism since it took effect in 2015. In fact, the state Department of Education settled a lawsuit<\/a> with the Florida Education Association after teachers claimed the bonus program had “a disparate impact” on teachers of color.<\/p>\n

Lawmakers tweaked the program during the 2019 legislative session and tied funding to new requirements.<\/p>\n

That (budgeted) amount was less than DeSantis had hoped to provide, and it came with a new set of requirements that many teachers saw as even less fair than the original version that they also disliked.<\/em><\/p>\n

Under the latest rules, teachers could earn one of three bonuses:<\/em><\/p>\n

\u2022 A $4,000 recruitment award for newly hired teachers deemed content experts in specific subject areas;<\/em><\/p>\n

\u2022 A retention bonus of $2,500 or $1,000, depending on evaluation rating, for teachers whose schools made certain academic gains over two years; or<\/em><\/p>\n

\u2022 A recognition dividend based on principal recommendations, the amount for which was not set in law. Teachers would benefit from this one only if there is money left over from the other two.<\/em><\/p>\n

The Legislature\u2019s plan meant that teachers at only about half of the state\u2019s 3,300 public schools would be eligible to get the retention money. That includes 60 percent of A-rated schools, 57 percent of B schools, 45 percent of C schools and 18 percent of D schools.<\/em><\/p>\n

Many educators complained that the new model, which DeSantis also criticized despite signing it into law, made it even less likely for them to receive a smaller bonus than they could get under the older iteration. They have continually called for higher salaries rather than bonuses, noting it\u2019s difficult to get a bank loan based on non-recurring income.<\/em><\/p>\n

\u201cTeachers at about 1,600 schools are ineligible for this year\u2019s retention bonus, and teachers at schools with an economically disadvantaged student population are disproportionately affected,\u201d said Florida Education Association president Fed Ingram. “Florida has spent more than $1 billion on six ill-conceived bonus programs in the past 13 years, including the newest version of Best and Brightest. When will our Legislature fund public education at a level where our students have the resources they need and teachers receive the salaries they deserve?\u201d<\/em><\/p>\n

Lately, even some business leaders have joined in the call for better teacher salaries. The Council of 100 included the idea in its\u00a0long-term education improvement strategic plan<\/a>, observing that Florida\u2019s lack of competitive pay makes it difficult to maintain strong schools for children.<\/em><\/p>\n

Representatives from the state superintendents association and the Florida Department of Education began discussing ideas for boosting school employee wages last week.<\/em><\/p>\n

The current bonus structure was dramatically redone by lawmakers in the 2019 session, eliminating one criterion teachers loathed that based their eligibility on their SAT and ACT test scores from when they were students themselves. However, lawmakers replaced that with a three-tiered system that required teachers rated \u201ceffective\u201d or \u201chighly effective\u201d on their evaluations to also work in a school that improved a certain amount over the prior three years.<\/em><\/p>\n
